Life License Qualification Program (LLQP)

What is the LLQP?

In order to sell life or accident and sickness insurance in Canada, you must first register in a Life License Qualification Program (LLQP) offered by a regulator-approved education provider such as Oliver. Once you pass the LLQP you can write provincial insurance licensing exams and apply for your provincial life insurance license. Before selling any insurance products you must be contracted by an insurance company or managing general agency (MGA).

There are three main types of courses available on this site; life insurance agent courses, accident and sickness insurance agent courses and top-up courses. Your choice of a course will determine which provincial insurance exams you can be certified to write and what type of insurance products you can be licensed to sell.

 

Tip 1: The Life Insurance Agent course automatically includes the Accident and Sickness Agent course.

 

Tip 2: Top Up courses are only for individuals who already have an insurance license.

How long does it take to complete the LLQP?

It takes approximately 100 hours to complete a qualifying LLQP course, though completion times will vary widely between students.

You have 12 months from your enrolment date to complete your course.

What is CIPR and why do I need a CIPR profile?

The Canadian Insurance Participant Registry (CIPR) is an online registry used by provincial insurance regulators as a secure, central registry to track license candidates from their initial enrolment the LLQP training course through to the completion of their provincial insurance exams. Only after a candidate is certified by an approved education provider are candidates permitted to book provincial insurance exam sittings.

 

During your enrolment process with Oliver, you will be prompted to visit the separate CIPR portal, create a free account, enter some personal identity questions and receive your unique CIPR number. You will be asked to enter your CIPR number into your Oliver user profile so that we can automatically report your course completion to CIPR online. When you pass your LLQP course, your results will be automatically reported to CIPR which will enable you to book your provincial exam sittings.

How do I register for the Provincial Exam?

You must complete the LLQP and have your exam results reported on the CIPR registration system before you will be permitted to book a provincial insurance licensing exam.

Upon the completion of your final LLQP module exam, and after your exam has been reviewed and is declared compliant, you will be emailed details about booking provincial insurance exams.

Is there a minimum age to enrol in the LLQP?

No, there is no minimum age requirement to enrol in and complete the LLQP.

However, provincial insurance regulators typically have minimum insurance requirements for issuing insurance licenses. If you have any concerns, it is best to confirm minimum age requirements with your provincial regulator.

Are there any prerequisites or qualifications to take the course?

No. There are no prerequisites or qualifications for enrolling in and completing our LLQP courses. However, in order to become licensed to sell insurance in a province or territory, regulators often have specific license pre-requirements.

How long does it take to complete the LLQP?

How long after I pass my certification exams do I have to pass my provincial exams?

You have one year from the date you are certified by an Education Provider to write and pass provincial life insurance exams. If you are unable to complete the provincial exams within 12 months of being certified by an Education Provider, you will be required to re-enrol in the LLQP.

What is your refund policy?

This course is non-refundable and non-transferable.

What is included in my fee?

Is in-class training available?

No. Everything you need to pass the provincial exams is online in our courses. We have distilled our LLQP instructors’ decades of classroom-based experience into engaging online lessons that are available 24/7. We anticipate and answer the types of questions students typically ask instructors. 

Can I get hard copies of the course materials?

No. Even before COVID, Oliver committed to reducing the amount of paper it produces. We provide a wide range of learning resources online that should satisfy learners with different learning needs. Resources include online texts, videos, flashcards, interactive lessons and multilingual language support.

Individuals with professionally identified learning challenges should contact our office regarding any special accommodations.

Where do I write my certification exams?

You can write your certification exams from the comfort of your home, office or any quiet location where you can record video and audio on your computer. You can find the technical requirements elsewhere on this website but generally speaking, all you need is a computer with a webcam, microphone and internet connection.

How many questions are there per certification exam?

There are 30 multiple choice questions per module except for the Ethics module which has only 20 questions. You have 75 minutes to complete the exam. If you have not completed the exam by the end of the 75 minutes, your responses to the questions you have answered will be automatically submitted for grading.

While Oliver only requires 30 questions per exam (20 for the Ethics module), provincial regulators include an additional 5 questions per exam (i.e. 35 questions for most modules and 25 questions for Ethics). In order to complete the provincial exams within the 75 minutes granted by regulators,  you should aim to complete each question in approximately 2 minutes, not the 2.5 minutes associated with a 30-question exam.

What is the format of the certification exams?

Our certification exams are all multiple-choice questions.

Questions are presented one at a time and you will have the opportunity (if you have time remaining) to review all your answers before submitting your answers.

You are permitted 75 minutes to complete each certification exam—just like the provincial exams. There are 30 questions for each module with the exception of the Ethics module which only has 20 questions.

While Oliver asks 30 questions in its certification exams, provincial insurance exams include an extra 5 questions in their exams. The extra five questions on the provincial exams are not scored but since you will not know which questions are scored and which are unscored. You should therefore aim to spend a maximum of 2.1 minutes per question (i.e. 75 minutes divided by 35 questions) in order to fully complete your provincial exam within the time limit.

Tip: Our Mock Exams include the same on-screen countdown timer as our certification exams. By practicing with Mock Exams, you can familiarize yourself with the pacing required to complete all questions within the 75-minute time limit. But remember, the provincial exams include an extra 5 questions Oliver does not ask, so factor that into your plans.

What is a passing mark?

60% is the passing mark for all module certification exams for Oliver’s LLQP and all provincial life insurance exams.

How many attempts do I have to complete the certification?

You have three (3) attempts per module. You may purchase one (1) additional attempt per module for $20 plus tax. It is a regulatory requirement of all LLQP education providers that we limit the number of attempts for each module to four attempts.

Students with professionally identified learning challenges can request accommodation according to our accommodation policy.

Can I be granted an exception to the 4-attempts-per-module-exam rule?

Failure on a fourth (4th) attempt on any individual module will result in the expiry of this course as per provincial regulatory requirements. Once a course has expired, you will no longer have access to the course content or your course history. In order to complete the LLQP, you will be required to re-enrol in the LLQP certification course and start anew.

 

Students who require special accommodation for identified learning challenges should be aware that while accommodation for exam-writing sessions can be made (e.g. additional time), regulations do not permit us to grant additional attempts beyond the fourth attempt.

What is Digital Lock?

Digital Lock™ is a small downloadable application that enables candidates to create a secure connection between their computers and our exam servers. You will be asked to install this small program prior to writing any Oliver exams. While Digital Lock is turned on—you control when it is turned on and off—you will not be able to access any other program, chat, email or remote control functions to discourage the possibility of cheating. Once the exam is complete, you can turn Digital Lock and can choose to uninstall it if you no longer need it.

 

No information is collected or communicated other than for LLQP exam purposes.

When will I receive the exam results?

Your certification exam marks will be displayed onscreen immediately upon completing your exam session. Your exam session video and audio recording will then be reviewed in their entirety by Oliver compliance team members to ensure compliance with the exam session rules. Once a compliance review is complete, you will be advised of your status via email. We automatically report your certification to the regulators’ database (CIPR) which will enable you to book your provincial insurance exams.
